The Leave No One Behind Partnership was launched in 2017 by 12 ICSOs and now gathers more than 100 international and national civil society organisations (CSOs), community-led organisations and associations, civic think tanks and platforms. Active across eight countries, each partner is committed to addressing the lack of engagement and representation of marginalised groups in planning and development processes at the international, national, and local levels.
We rely on locally founded solutions, where people know their needs and realities best. By equipping communities with the necessary tools and skills to meaningfully influence and shape policy processes, LNOB supports localised accountability and designing solutions that work for communities.
In this context, the Partnership uses an innovative tool for civic engagement, Citizen Data, which enables the data that communities and marginalised groups collect to be used to raise awareness on issues impacting their everyday lives. To help CSOs and community groups use data for advocacy, the Partnership offers training, raises awareness, and facilitates dialogue with local and national decision-makers.
Our Mission
Our Mission is to catalyse community-driven development and foster inclusive citizen engagement by transforming data into a powerful launchpad for participatory action. In this way, our ambition is to create the right enabling conditions for an effective collaboration between CSOs, communities and government at the local and national levels. Citizen Data is a complementary source for monitoring and planning processes in areas where there is a mutually perceived need for improvement. We aim to contribute to a more holistic and integral public development that is based on dialogue and evidence, co-developed by and inclusive of the needs of the most marginalised groups in society.
Our Vision
Our Vision is a world where local ideas fuel global change. Where government and civil society representatives work together to complement one another and where the conditions are met for marginalised communities to lead the change, they want to see solving the most pressing challenges with innovation and self-representation. In this world, a development has been realised that truly leaves no one behind, ensuring there is an improved wellbeing for all.

Peter Koblowsky
Head of Leave No One Behind Partnership
Peter joined the Centre in January 2013, back then as a trainee. Over the years he took different roles as event and project manager, contributing to diverse strategic Centre formats. In 2017, he devised and established the Leave No One Behind partnership, acting as its global lead ever since. In this role, he also became a co-founder of the UN-anchored Collaborative on Citizen Data. Before joining the Centre, Peter worked for different organisations in the development sector. He studied at the University of Bonn and graduated with an MA in Political Science, focussing on climate policy networks. Contact Peter -
Claudemir da Silva
Programme Officer and Executive Assistant
Claudemir, Programme Officer and Executive Assistant at the Centre since December 2023, holds a Bachelor’s degree in International Relations from the Federal University of Santa Catarina. He was awarded the DAAD Helmut Schmidt Scholarship in 2020, which led to a Master’s degree in Democratic Governance and Civil Society at the University of Osnabrück. His master’s thesis focused on water policy and the SDGs in Brazil. Before joining the Centre, Claudemir contributed to the education sector in Brazil and worked in international cooperation with the UN and GIZ.

The Leave No One Behind Partnership is a network of actors that believe in locally grounded, inclusive and evidence-driven development. Our work aims to build a bridge between the local, national and global levels, believing collaboration and solidarity is key to solving complex development challenges. We believe that small and large civil society organisations – at all levels – need to work together to solve the inclusion challenge, and can greatly benefit from each other’s unique skills, reach and perspectives.
Global Member Organisations
Our global member organisations are the founders and core supporters of the Leave No One Behind partnership. They contribute to the progress of our joint work with their resources, expertise and capacities both at the global and at the national levels. The partnership benefits and thrives based on their collective expertise in a wide array of subjects related to inclusive and sustainable development, and the generation and use of civil society data.
National Lead Organisations
Our National Lead Organisations are heading the national Leave No One Behind coalitions in our action countries, having a pivotal role for the overall progress of the partnership's work. They are entrusted to coordinate the overall project implementation in their country, also serving as spokesperson of the country coalition in the global partnership.

Our partnership benefits from the financial and technical support of third party organisations. Our supporters enable us to scale up the partnership's work at the national and global levels, and thereby make an inportant contribution towards the realisation of our overall goals.
Strategic Partners
The Leave No One Behind partnership is a collaborative effort of a multitude of actors at the global and national level. Yet, we seek to join forces with other external partners who share our vision for a more inclusive and participatory SDG process in which data from civil society plays a more meaningful role. Together with these strategic partners, we conduct joint efforts aiming towards this goal. Our current strategic partners are the Danish Institute for Human Rights, GIZ Global Programme‚ Partners for Review,' the Global Partnership for Sustainable Development Data (GPSDD) and the United Nations Statistics Division (UNSD).
Partnership Secretariat
The International Civil Society Centre serves as the secretariat of the Leave No One Behind partnership. In this role, the Centre aims to secure smooth coordination between partners at all levels. It keeps track of the progress of the partnership' strategic goals and of overall project implementation at the national levels. It facilitates global events and 'national exploration workshops' to foster new collaborative country action. It leads on the overall external outreach, acquisition of new members and fostering of strategic partnerships. Also, it coordinates global fundraising and actively supports fundraising for national project implementation.
