The Report at a Glance 

This report presents an overview of the Leave No One Behind (LNOB) Partnership’s work in Nepal, highlighting efforts by a consortium of six civil society organisations to amplify the voices of marginalised communities and strengthen their participation in monitoring progress toward the Sustainable Development Goals (SDGs). In Nepal, historically excluded groups have often been absent from public decision-making processes, with their concerns rarely reaching the forums where policies and development priorities are shaped. As a result, many communities continue to face barriers in accessing social services, government entitlements and meaningful participation in local development processes.

To address these challenges, the LNOB Consortium in Nepal which is currently led by VSO, implemented the Making Voices Heard and Count (MVHC) programme. The initiative seeks to improve the quality and credibility of evidence generated by civil society while promoting citizen-responsive advocacy strategies that place the experiences of marginalised communities at the centre of SDG monitoring and policy dialogue. Through participatory approaches such as focus group discussions, multi-stakeholder dialogues and community scorecards, the programme gathers citizen-led data on progress across several SDG targets, particularly those related to SDGs 4, 5, 10, 13, 16, and 17.
