The Report at a Glance 

The Leave No One Behind (LNOB) Network, Bangladesh is a coalition of civil society organisations working to promote the inclusion of marginalised groups in national development and the implementation of the Sustainable Development Goals (SDGs). While government initiatives exist, evidence shows that the benefits of development are not evenly spread, leaving at least 30 million marginalised people excluded from public services and policy processes.

This report, Basic Public Services for the Marginalised Groups in Bangladesh: Understanding Accessibility, Quality & Satisfaction, examines access to public services among four groups: Dalits, persons with disabilities, sex workers, and third-gender individuals. It conducts this through a survey of 2,000 respondents across all administrative divisions and 16 focus group discussions. Findings reveal widespread economic vulnerability, with households spending more than 80 percent of their income to meet basic needs and significant educational disruption during COVID-19, particularly among children of sex workers.

Core Objectives:

  1. To understand the state of exclusion of the marginalised groups in terms of accessing education, health, social safety net, land/shelter and justice.
  2. To understand their satisfaction in receiving government services in terms of accessibility, transparency and accountability.
