This Digital Dialogue focused on Dual Use Technologies and asked how civil society should address the problem of dual use: Drones, software, companies and business models – the list is long of technologies that can be used for peaceful purposes, of for warfare and oppression. The dual-use dilemma is around since the invention of fire, but led in the 20th century to international conventions and treaties trying to ban chemical and to limit the proliferation of nuclear weapons.
Key questions: What are the challenges of the 21st century? How do digital technologies feature in this long-standing dilemma? What should CSOs do in terms of advocacy, co-operation, and as tech consumers to navigate this dilemma?
